Build against invented data with a test key.

A key works in exactly one environment, named in its prefix. The environment comes only from the key, never from a header, query or body.

Isolation
- A test key cannot reach a live id and a live key cannot reach a test id: both answer
404. - A test workspace never sends a real SMS, wallet push or pass, or payment. Where there is no safe simulation, such as Revisit billing, the answer is
403 TEST_MODE_BLOCKED. - Counters, quotas and histories of the test workspace are its own. Test traffic never spends live quota.
- The plan, paid wall and suspension of the live business still apply.
