Rate limits
Weighted request budgets and fixed limits.

Every call is weighed against shared per-business and per-key budgets and a concurrency cap: a read costs 1 unit, a JSON change 3, an upload 8, and a heavier operation declares more. Admitted calls carry RateLimit-Remaining and RateLimit-Reset.

A full budget is 429 DEVELOPER_RATE_LIMITED with Retry-After: 60. If shared enforcement is down the answer is 503 DEVELOPER_LIMITER_UNAVAILABLE with Retry-After: 1. Back off with jitter, honour Retry-After, and retry only reads or writes with the same Idempotency-Key.
